Maoni haya ni kutokana na habari iliyochapishwa kwenye Gazeti la Mwananchi Mei 29, lenye kichwa cha habari, ‘Jeshi lafanikiwa Kudhibiti vurugu Mtwara’

Issue ya Mtwara ni uwakilishi wa jinsi wananchi waTanzania wasivyorika na uvunaji wa maliasili zetu Tanzania. Kuna vitisho sasa vinatolewa kwa wananchi wanaotaka utengemavu wa namna tunavyoshiriki katika keki hii ya Taifa. Kwanza tu nikanushe vitisho vya vita vya wenyewe kwa wenyewe eti kwa sababu ya gesi ni madai ya kipuuzi. Kwa nini? Mpaka sasa kinachotekea ni vita kati ya majeshi ya serikali na wananchi. Ni kitu kisichofikirika eti Wachaga ama Wasukuma watachukua mikuki na mapanga eti wakawapige wamakonde kwa kuzuia ujenzi wa bomba la gesi kuja Dar. Hata vitisho vya vita vya kidini vinafanya na wanasiasa wetu uchwara kama propaganda ya kuhalisha kukosa sera kwao.

Ni ukweli ulio dhahiri kwamba watanzania haturidhiki na jinsi ambavyo mali asili inavunwa na kuishia kwa mikono ya wachache na wawekezaji. Tumeambiwa kwamba mali asili ni ya nchi nzima. Kwani hasa nchi nini? Hivi ni wapi Mtwara utakuta kitu cha kusema kwamba wamefaidika na dhahabu na almasi vinavyochimbwa Geita na Mwadui? Mwadui pale zamani walau kulikuwa na shule nzuri tu ya sekondari, hospital na uwanja wa ndege (enzi za Mwalimu), sasa hivi viko wapi? Tunaachiwa mashimo tu pale. Walau tutabaki na nyumba! Geita Gold Mine hamna kitakachobaki zaidi ya mashimo na sumu ya Cyanide. Nyumba zenyewe za makaratasi! Faida tunayopata nchi ni ndogo sana ukilinganisha na mali inayochumwa pale. Tuliingia mikataba kama vipofu. Wahusika watajalipa siku moja.

Mji wa Geita shida tupu, hata maji ya shida. Kama dhahabu haijasaidia hata watu waishio pale iweje uzungumzie eti dhahabu ni mali ya nchi nzima. Nchi ni nani? Je, ni mawaziri wachache wanaosaini mikataba ambayo ni siri kati yao na wawekezaji ndiyo nchi? Hivi tunamwaminije Waziri wa Nishati kusaini mikataba (hata kama amesaidiwa na mwanasheria mkuu), kwa nini isiwekwe wazi? Mbona haya makampuni hesabu zake ziko wazi ulaya halafu kwetu eti ni siri?

Halafu kuna watu wanalinganisha gesi, dhahabu na almasi na viazi, mahindi na pamba. Hili ni tatizo tu la elimu yetu. Inakuwaje mtu anashindwa kuelewa kwamba mazao ya kilimo yanaendeshwa kufuata mfumo wa biashara linganifu. yaani willing buyer and willing sellers. Mazao ya kilimo ni miliki ya mtu binafsi si mali asili.

Waziri wa Nishati na Madini anaharakisha kusaini mikataba ya kuchimba gesi na mafuta bila sera ya nchi kuwa tayari kwanza. Sera ndiyo itatoa dira mali ivunweje na mapato yagawiweje. Mfano Kenya wamegundua mafuta kule Turkana, na tayari wananchi wa hiyo county wanadai asilmia 25 ya mapato ibaki maeneo ya pale mafuta yalipo, Serikali wamepanga ibaki asilimia 15. Sisi tunazungumzia kule Kilwa asilimia 0.3! yaani hata asilimia 1 haifiki na ndicho kinachoahidiwa Mtwara pia. Halafu wananchi wa Mtwara wakitoa hoja tunawatwanga. Kwa nini asilimia 0.3 imeandikwa kwenye jiwe?

Ripoti ya leo kwenye gazeti la The citizen imesema kuna Dollar bilioni 5.9 za kimarekani wanzetu yaani watanzania wenzetu wameficha nchi za nje. Hizi ni sawa na shilingi Trillion 9.44, budget yetu ya mwaka jana kama sikosei ilikuwa Trillion 15. Si ajabu ukakuta wenye fedha hizi wengi wao ni hawa hawa tuliowapa dhamana ya uongozi au wenye mahusiano ya karibu na viongozi au wapambe wao. Halafu leo mtu aseme mali asili ni kwa ajili ya nchi nzima? Kama ingekuwa imedhihirishwa hivyo kwenye dhahabu na almasi watu wa Mtwara wangeona mfano na wala wasingekuwa na matatizo, lakini ni kinyume! Umaskini wa kutupwa ndio umewakalia watu wa Mwanza, Shiyanga, Tabora, Kagera na Mara.

Ninamsihi Waziri husika na serikali tutengeneze kwanza sera ya mafuta na gesi halafu ndio tuendelee na kuchuma hii mali asili. Sera itaonyesha wazi mgawano wa mapato utakuwaje na hatima ya nchi kwenye mikataba hii itakuwaje.

Mawasiliano
Serikali iwe na mfumo mzuri wa mawasiliano na wananchi. Kwanza tunapenda kuwe na uwazi katika mikataba hii ya uvunaji wa mali asili. Ili tuwe na uhakika kwamba sera ya msingi na sheria husika zimefuatwa na wahausika. Kutumia Press Realease (Taarifa kwa vyombo vya habari) si sahihi. Kwanza haiwafikii walengwa labda tu kama walengwa ni hawa tuaosema nchi za magharibi. Kama ni wananchi wa Tanzania si mfumo sahihi. Ni muhimu kufanya mazungumzo. Tusiwatishe wananchi ili wafunguke. Hiyo tu itatosha kuanza kuleta suluhu. Isionekane kwamba kuwa nyuma ya msimamo huu walio nao watu wa Mtwara si dhambi. Ni wazo tu lakini tunavyolishughulikia linakuwa tatizo kubwa, hata mmoja amesikika akisema ni uhaini. Tunapofanya hivyo linakuwa ni vuguvugu lisilokuwa na kiongozi, huwezi ku-negotiate na raia wote, unaweza kufanya hivyo na jumuia au taasisi wanazoziheshimu. Hata kama ni chama cha kisiasa kama ndicho wananchi wameona kinabeba wazo lao kisikilizwe. Tuache kutisha raia wanyonge. Wengi wanadhani kuvitisha vyama vya siasa na vya kiraia vikae mbali na vuguvugu hili ndiyo salama. Ni mkakati mbovu. Hata kwenye vita ni heri ujue adui ni nani kuliko kupigana na kila mtu anayepita njiani kwako. Itatugharimu sana kurudisha heshima ya jeshi letu la polisi kule kusini. JWTZ si kazi yao kufanya hivyo.

New Gas and Oil exploration licenses: THE GOVERNMENT MUST ACT STRATEGICALLY AND RESPONSIBLY

I Support the contribution of The Extractives Industry Working Group over the ‘4TH TANZANIA OFFSHORE AND NORTH LAKE TANGANYIKA LICENSING ROUND: THE GOVERNMENT MUST ACT STRATEGICALLY AND RESPONSIBLY’.

Last week I was following up the arguments from the Minister of Energy and Minerals over why they are fast tracking the issuance of new licenses. In my view his reasoning was politically motivated and it lacked balanced views of the trends of investment in petroleum extraction. Some of the reasons he put forward are as follows:

1. Raising competition in exploration in the region. Claiming that if we are not fast/sharp enough investors will go elsewhere.

2. USA is working out to reduce importation of Gas and that global markets are worried of the trend.

3. Japan has discovered a new source of oil ‘Shale oil’ which will add into the current oil sources and reduce dependence on the traditional sources of oil.

 I begged to differ with my brother and I registered my arguments in the social networks. I said his reasoning lacked balanced views of the trend of the global oil industry in the following:

1.The information about presence of gas and oil in EA region is not new. It isn’t in any a case a wow revelation. Even before independence we had the clues that the precious liquid and gas is within our vicinity. The amazing thing is the striking rate per number of wells drilled; it has exceeded investors’ expectations. In the past it hasn’t been economically viable to extract these resources. Some of the reasons being technology at the time, cost of exploration and extraction, political climate and commercial viability. The demand for oil and gas was low, prices were low and couldn’t offer viable ROI to the investors. For example in 1950 a barrel of crude oil sold at an average of USD 2.49, in 1960 it was USD 2.91 and in 1970 it was still just at USD 3.18 a barrel. This is however without considering inflation adjustment. During 1990 – 2000 the price plied between USD 20 – 26 per barrel. There has been a sharp rise in 2008 with a record of USD 90 and more per barrel. The lifting costs oil in Africa is estimated at slightly over USD 10 per barrel while finding cost goes up to USD 35 per barrel.

From a snapshot of these numbers you’ll therefore see that for long time our oil resources weren’t viable still. Things have changed our resources now offers potential lucrative gains to investors. In any case extraction of oil and gas in Tanzania is very competitive and that will not change in any foreseeable future. Wazungu wasitudanganye!

2. Shale oil as an alternative source of oil: I do not agree with Prof’s argument that this kind of discovery is going to result into less demand of the tradition oil resources. If Japan goes for full production the proven reserve of shale oil at its disposal is about 100million barrels, this is about 10% of Japan’s annual crude oil needs!

3. Global energy demand is estimated to increase by 58% in the next 25 years making our oil and gas (proven reserves) even more viable as the days goes by. The demand of energy in India and China is rising by scale; Africa is also catching up as its economy becomes more stable.

4. We really need to delve into these data and trends to avoid being misled by hungry investors who might capitalize on our ignorance. Information is key, when we go to a table of negotiation with the prospective investors. Tufanye u-CIA wa uchumi why not? When a prospective investor uses time to intimidate us that they will go somewhere else if we do not respond in certain material time, let us allow them to move on.

5. What we could fast track is the formation of the solid sub-sector policy to guide us how we and our generations to come will benefit from this resources. It surely doesn’t need over a year to develop a guiding policy and the necessary laws. Haraka haraka haina Baraka ingawaje ngoja ngoja huumiza matumbo pia. We will be taking panadols to cool our pain in this one year to create a stable economy and society in future. Hurrying will in future cause us more trouble. We don’t want to spend the proceedings of our resources to buy weapons to kill our own people!

Je, Chama halali cha siasa au cha kiraia kina haki ya kuhoji/kupinga mchakato wa katiba?

Haya ni mawazo yangu kutokana na hoja ya Mwanakijiji aliyoweka kwenye facebook http://www.facebook.com/mwanakijiji/posts/10151507173841156?comment_id=25255265&offset=0&total_comments=101 akizungumzia mchakato wa katiba na tishio la Chadema kujitoa kwenye mchakato huo kama mambo fulani fulani wanayoyaona yana kasoro hayatafanyiwa kazi. Nimesoma maoni ya watu wengi nikasukumwa kuandika maoni haya:

Ndugu yangu Mimi Mwanakijiji hali ya kukubali kusikiliza hoja za vyama vya upinzani kwa mtizamo chanya bado. Ukiangalia mawazo ya kila mtu unaona jinsi ambavyo mfumo wa chama kimoja umetuathiri namna tutazamavyo vyama vingine. Wengi huenda hawajui kwamba vyama vyote vya siasa vina haki sawa tofauti tu kimoja kinaongoza serikali. Ni utaratibu wetu kisiasa kwamba demokrasia ya wengi ndiyo sauti inayotawala. Mfumo ambao ni mzuri tu na unasaidia kuondoa migogoro ya kisiasa.

Bado wengi hata ndani ya chama tawala wanaona vyama vingine ni viovu na vinataka kuwatendea waTanzania mambo yasiyofaa na hivyo siasa za kupakana matope na hata kutaka kuangamizani zimeanza kujitokeza. Huenda ni kwa sababu elimu ya uraia ni ndogo watu wengi tumeleweshwa na mvinyo wa ukiritimba wa mfumo wa chama kimoja. Inatufanya tuone chama chenye sauti mbadala ni adui anayetakiwa kuondolewa. Hii ni sumu mbaya kwa watanzania tusipoiondoa itatuletea shida huko mbele ya safari.

Tungeelewa uhalali wa mfumo wa vyama vingi tusingeshangaa Chadema kuuona kasoro mchakato wa katiba. Ukweli tu wa kawaida ni kwamba Chama tawala kina maslahi ya moja kwa moja katika mchakato huu wa kuleta katiba mpya na itashangaza sana kama kitaacha kuthibiti utaratibu ili katiba ijayo kwa namna fulani au namna ya moja kwa moja isaidie Chama tawala kuendelea kuwa madarakani kwa miaka mingine 50.Vyama vingi viliruhusiwa nchini kwa utaratibu huu huu, kwamba tukiacha vije kwa nguvu ya mabadiliko yaliyokuwa yanaukumba ulimwengu (hasa ule wa kijamaa) Chama tawala kingekosa uthibiti na huenda ingekuwa ndo njia ya kuondoka madarakani. Kwa hiyo ni busara ya kawaida kwa status quo yoyote duniani. It is good to stage-manage the change rather than being overwhelmed by it.

Watanzania wengi hatuko kwenye vyama hivi vya siasa lakini tunavisikiliza hoja zake kwa makini. Chama tawala kinaweza ku-stage-manage lakini hatupendi kipitilize, nani atatuambia kinapitiliza? Bila shaka ni vyama vya upinzani au haya mashirika ya kiraia. Hatuwezi kufanya kazi hii mmoja mmoja, itafanyika ndani ya mfumo huu wa kisiasa tulio nao.

Ili kuleta katiba itayoleta ulinganifu ni muhimu basi kuyasikiliza makundi mengine yanayotambulika kisheria. Na popote pale duniani mfumo mzuri wa mabadiliko ya kisiasa haukuletwa na status quo bali vyama vya kisiasa pinzani na vyama na mashirika ya kiraia wakiweka agenda zao mbele ya raia na kuungwa mkono. Wale wanaopinga utaratibu wapewe nafasi Watanzania wawasikie na hasa vyama vya siasa na mashirika ya kiraia. Wananchi hatuwezi mmoja mmoja kutengeneza agenda, tunaweza kupitia taasisi au zaidi sana kupiga kura. Chama tawala wasiwe na wasiwasi waache Chadema na wengine waseme kile wanachokiona kina kasoro. Watanzania tutaelewa.

Mwisho hii kusema jambo hili si la kisiasa si sahihi, katiba ni jambo la kisiasa. Siasa ni mfumo wa nchi na raia wake namna ambavyo wanajiendesha. Siasa ni pana sana. Tusidhani kuwa siasa ni pale tu mtu anapoita watu Jangwani (sasa hivi sijui itakuwa wapi) na kusema jambo. Ni mfumo wa jinsi watu wanavyoishi na nchi inavyojiendesha. Tulipata uhuru kwa njia za kisiasa si kwa mtutu wa bunduki. Tunataka katiba mpya tuipate kwa njia za kisiasa pia si kwa njia ya bunduki. Hivyo mtu kuibuka na kusema hili si jambo la kisiasa ni kusema kitu ambacho hakina mantiki. Kama CCM wanadhani mchakato wa katiba ni sahihi na rasimu iliyoko mezani ni nzuri watumie njia za kisiasa kufanya hivyo kuwashawishi watanzania. Kama Chadema au chama kingine wanaona kuna tatizo nao wako huru kutumia njia za kisiasa kufanya hivyo. KATIBA NI JAMBO LA KISIASA na mfumo wa kuitunga upya na hata kuipigia kura ni siasa ‘pure’. Na siasa ni nzuri siyo kitu kibaya. Kuifanya nchi yetu ibadilike kila mtu sasa hivi anatakiwa awe mwana siasa. Tumefanya dhambi kuiacha siasa kwa watu wachache na kuwaita eti wao ndio wanasiasa. Halafu mambo yakienda mrama tunawalaumu, tunawaonea, tuliwaweka wenyewe. Siasa ni jukumu la kila mtanzania tusiwaachie kakundi ka watu. Tuwasikilize kama hoja zao zinakidhi mahitaji na maslahi yetu tuwaunge mkono kama la tukatae. Wepewe nafasi badala ya kuwashetanisha kabla hawajatoa hoja zao. Kumbuka ninyi nyote (CCM, CHADEMA, CUF, NCCR, UDP, TLP, n.k) ni vyama vyetu sisi Watanzania, mmoja wenu tulimpa madaraka hadi 2015 tu!
